The US is stepping up counterintelligence operations not only defensively but offensively as well. This is probably a good move on Bush’s part, although it’s likely to increase tensions with Russia, which has been stepping up their own spying within the United States recently. This is likely to be of limited use against terrorist groups, except perhaps for the state-sponsored ones from Palestine, Syria, Lebanon, and Iran. However, it is still necessary to keep an eye on other countries. The cold war is over, but that does not mean that everything is suddenly all roses.
